But one of the biggest gaps is over the future of the WIPO Development Agenda, with some countries suggesting a new course for this agenda, and proponents deeply concerned about a loss of momentum.

The committee reached decisions on key issues related to strengthened oversight, the 2014-2015 programme, and financial issues, but couldn’t break through on issues like new WIPO field offices, streamlining committee meetings, accounting for development expenditures, or funding indigenous representatives to participate in WIPO negotiations.

The World Health Organization today (5 September) said a vaccine could be available in November 2014 if proven safe. So far, according to the WHO, intellectual property issues have not acted as a barrier to accessing potential treatments and vaccines, and the focus for now is on emergency measures to find health solutions.
