Saudis Seek Alternative Energy Partners Through WIPO Green Program

The government of oil-dependent Saudi Arabia has posted a series of requests for proposals for renewable energy technology partnerships via the World Intellectual Property Organization “Green” initiative that provides a marketplace for IP-protected products related to the environment.

The initiative is aimed at boosting the King Abdullah City for Atomic & Renewable Energy, a WIPO Green partner, which was set up in 2010 to promote sustainable alternative energy sources, according to its website.

The proposals come amid calls in Europe and the United States not to trade with the Saudis due to human rights issues.

WIPO GREEN is an “interactive marketplace that connects technology and service providers with those seeking innovative solutions,” established by WIPO in 2013. It consists of an online and network that “brings together a wide range of players in the green technology innovation value chain, and connects owners of new technologies with individuals or companies who might be looking to commercialize, license or otherwise distribute a green technology,” according to the website. The project requires signup to access it.

“In this way,” WIPO says, “we help not only to accelerate innovation and diffusion of green technologies, but also contribute to the efforts of developing countries in addressing climate change.”

Proposals are sought on the following nine projects:

Request for Proposals: Renewable Energy Technology 

The King Abdullah City for Atomic & Renewable Energy (K∙A∙CARE), a WIPO GREEN partner, recently released a request for proposals (RFP) on Renewable Energy Technology Demonstration.

Eligibility

  • Only registered for-profit Saudi companies can bid, but proposals can be made in partnership with non-profit, academic, or foreign entities, among others
  • Projects contain a cost-sharing element, meaning that the bidders should be able to cover some project-related costs
  • IP rights must be secured and the bidding team must agree on appropriate arrangements to enable Saudi companies to commercialize the technology in Saudi Arabia

Next steps

Bidders are invited to submit a concept paper (maximum six pages) to K∙A∙CARE by May 1, 2019.

In the next stage (July 2019), selected bidders will be required to submit a full proposal.  Winners will be selected in early September 2019.
