    حكاية لقارئ من ضعاف البصر

    بكل احترام يسعدني أن أضع تجربتي الشخصية , بين يدي كل من يهمه أن يطلع عليه متمنين أن تكون إفهاما متواضعا لأجل الوصول إلى اتفاقية دولية تيسر الاطلاع على المعرفة لذوي الاحتياجات الخاصة .
    أسمى : محمد محسن إبراهيم النجار ولدت عام 1969.
    أعمل دكتور في كلية الحقوق – جامعة الإسكندرية وأطلع أيضا إعطاء الاستشارات القانونية في الهيئة المصرية للسلامة البحرية.

    أولاً بالنسبة للمرحل الابتدائية سأتحدث فقط على أوجه المعاناة الدراسية دون غيرها حيث كانت عملية الاتصال مع المعرفة تكون من خلال الكتب المطبوعة بطريقة برايل كما كانت التعبير الكتابي عن نفسي يكون بنفس الطريقة ولقد كان ذلك أمر بالغ الفقر المعرفي نظراً لقلة المادة الثقافية المطبوعة بطريقة برايل وكذلك كبر حجم الكتاب وعدم وجود ما يكفي من المطبوعات .

    يمكن القول إذا أن المتاح م‍ن هذه الكتب كانت المقررات الدراسية فقط ، أما الطريق الثاني للمعرفة فكان سماعي عن طريق وسائل الاعلام المسموعة .
    وقد استمر الحال لمرحلة الاعدادية والثانوية معتمد على نفس الطريق غير أنه أضيف إليها طريقة اللجوء إلى أشخاص آخرين لقرأة الكتب المطبوعة بالطريقة العادية أي عن طريق السماع . كانت هذه الوسيلة الأكثر فاعلية في الوصول إلى المعرفة .

    المرحلة الجامعية وفيها اختفت كتب برايل اختفاء تامًا فلم تعد وسيلة لتلقي المعرفة أو التعبير عنها إذ الكتب الجامعية مطبوعة بطريقة عادية والامتحانات التحريرية أجيب عليها بالإملاء على شخص يكتب ما أقول ، ونظراً لصعوبة إيجاد القارئ في أوقات مختلفة ولكبر حجم المقررات الدراسية كنت وغيري نلجأ إلى تسجيل هذه المقررات على أشرطة كاسيت ثم نعاود الاستماع إليها وقتما نشاء ، واجتزت هذه المرحلة بنجاح لانتقل إلى مرحلة جديدة تلبي طموحي .
    مرحلة الدكتوراه وهي مرحلة بالغة الصعوبة والتعقيد إذ كيف لي أن أطلع على معارف مختلفة وبلغات مختلفة في كم لانهائي من المراجع ؟ فكنت أعتمد على الغير فكنت أصور هذه المراجع إذ كان شرائها يمثل عبئ مادي يصعب علي تحمله وكنت أسجل المادة العلمية على أشرطة كاسيت بحيث أصبح لدي مكتبة ضخمة ليست من اليسير الوصول إلى المعلومات التفصيلية بداخلها وبجهد أظنه كبير وتمكنت من انهاء بحثي في الدكتوراه وكان بإمكاني ان أتباها به فهو مؤلف معتبر في الفقه العربي في موضوعه حيث كان عنوانه ” عقد الامتياز التجاري” . بعد ذلك وعقب حصولي على الدكتوراه أقوم بتدريس مادة القانون التجاري والبحري بجامعة الاسكندرية وبيروت العربية منذ عام 2001 وحتى الأن.
    ونظراً لأنني مهتم من الناحية الاكاديمية بمسائل الملكية الفكرية حيث أبحث فيها وأدرسها وكذلك فإنني صاحب تجربة شخصية فلقد رأيت أن أبدي دعمي ومساندتي لمشروع
    WIPO Treaty for an Improved Access for Blind, Visually-Impaired and Other Reading Disabled Persons.
    وبهذه المناسبة أود أن أعرض جهدي المتواضع متطوعا في المشاركة في الصياغة أو التعليق على نصوص مشروع المعاهدة كما يشرفني أن أرحب بأي تعاون وصولاً إلى غاية إتاحـة المعرفة بما يحقق التوازن ما بين مصلحة ذوي الاحتياجات الخاصة وحقهم في الاطلاع وبين مصالح أصحاب حقوق النشر ” إن الله يساعد من يساعدون أنفسهم ” لذلك فإني أؤمن بأن تحقيق الانجاز الكبير يقتضي بذل الجهد الكبير وإني أؤمن بأننا قادرون على بذل الجهد وإننا مقدمون حتماً على النجاح .
    وأخيراً اناشد الحكومة المصرية والحكومات العربية للانضمام لتأييد هذه الاتفاقية .
