In its 4 October paper setting out alternatives to device-based copyright levies, DIGITALEUROPE urged the European Commission to initiate comprehensive reform that includes replacing levies with some other forms of compensation to rights holders.

In addition, the annual WIPO General Assemblies failed to agree to hold a diplomatic conference on a Design Law Treaty, but did agree on an expedited way forward. And the Assemblies took note of the work of the committees on standards and enforcement.

Work on draft treaty articles demonstrated good spirit, according to the committee chair, but experts could not agree on the timeframe. The committee, meanwhile, reached agreement on further work on the protection of country names, and quietly dropped the role of internet intermediaries in trademark protection from the meeting agenda.
