The programme, targeting the years 2013-2020, departs from the past seven 7-year EU research initiatives by being more of an economic policy measure, reflecting the need to spark growth and jobs, Máire Geoghegan-Quinn told a gathering in Washington, DC. The Commission’s plan for Horizon 2020 was adopted in November with a budget of about €80 billion euros. The plan has three pillars: raising excellence in science, attracting investment, and addressing societal needs. The commissioner’s speech is no longer available here.
