Accessing the treaty is just part of the work, according to a global librarian association, as implementation of the treaty is key to accessibility for visually impaired people. The group published its 2018 monitoring report of the treaty implementation.

If the treaty was hailed by all, the way it is implemented could be a gamechanger, and the WBU provides advice to all stakeholders, and in particular governments, so that the treaty is interpreted and implemented to the best interest of the visually impaired. The union also warns against the implementation of two optional provisions, which they say could run counter to the aims of the treaty.

However, as the European Union is preparing to ratify the treaty, according to a civil society group report, intense lobbying by the publishing industry is influencing the debate and might diminish the hard-gained ground in the treaty on copyright exceptions. The World Blind Union, meanwhile, said it finds the report “revealing and shocking”.
