    世界海关组织考虑设立新的反假冒伪劣“对话机制”

    秘书处指出,协议通过的职责范围草案自去年12月以来通过三次非正式会议才最后成稿,6月4日由22个成员国代表参加的会议发挥了关键作用。根据这一职责范围文件,新的工作组将于本月成立,其职责没有期限限制,“直至被替换或撤销为止,”由一个世界海关组织成员任小组主席,每年由工作组成员轮流选举产生。

    工作组的目的和范围将“局限于交流和讨论各国海关行政当局的各种不同观点、经验、实践和举措,讨论世界海关组织为那些请求援助的成员国采取的能力建设活动。”

    工作组将向世界海关组织常设技术委员会每届会议之后提交一个“事实报告”。典型情况是,每年召开两次两天的会议,但是只要得到常设委员会的批准,无论何时要求都可以随时召开一次会议。

    为了保证利益攸关者的平衡参与,可以邀请观察员参加开放式的会议。

    政策委员会共有23个成员,按照议事日程审议问题,为世界海关组织理事会提出建议,而该理事会是世界海关组织结构中的最高决策机构。

    根据各种消息来源,知识产权问题的决策将由理事会负责做出,然后首先由政策委员会进行审议。政策委员会是否将修改新的工作组通过谈判提出的职责范围建议草案措辞,尚待观察。

    为本周会议准备的文件指出,秘书处还向不同地区提供关于知识产权问题的技术援助。
